Flight Plan Generation Error [B1567.6]

Hi. I've encountered an error occasionally with flight plan generation. There are two .save files in the zipped folder. The first (Flight Plan Generation Error) is a stripped down version where I was able to recreate one of the errors and the second (Iran Strike, 2022 - with generation error) has both.

Aircraft are assigned to the missions below and to recreate the bug you should only need to generate the flight plan for the missions that don't already have one generated since those are the ones that fail.

Missions
Hold 1: ToS mission with transit/station altitude set to Loadout Altitude (Various or 36kft) - Generates message saying that the aircraft do not have enough fuel even though the station is well within range and enough time

Hold 2: ToS mission with transit/station altitude set to Max Altitude - Works in the first save but not the second. Generates message saying that the aircraft do not have enough fuel even though the station is well within range and enough time

Hold 3: ToS mission with transit/station altitude set to High (36kft) Altitude - Works in both cases
