I have recaptured Rangoon/Pegu from the Japanese. Will the rail line become functional again at some time?

If you are talking about the Burma rail/road system into China, you must make sure all of the system (hexes) is free of Jap control, then you can flow supplies into China...

You can't damage railways any more than you can build them. It's probably what Dr Hal said.
