[Fixed B1583] AAW Patrol EMCON after AAR

Hi - I've run into this issue on a few different scenarios.

A flight group that is assigned to an AAW Patrol mission goes to a tanker for AAR. Intermittently when the fighters join on the tanker there radars will switch from Active to Passive. This value will also change in the Mission EMCOM wrapper, and the fighters will resume the patrol mission without their radars active.

I've attached a scenario that will consistently reproduce this.

I'm current running v1.07 - Build 1567.

I've tested this multiple times on the latest internal builds and it appears to be working correctly/already fixed. The F/A-18s turn their radars off while refueling, and then as soon as they break away they turn them back on. I'm going to mark this as fixed for now. I don't have an ETA right now on when the next public release will be but please report back when it has if you notice it still not working.
