DLC FAIL SAFE

I recently purchased the Fail Safe DLC. While completing the first mission, the briefing reports that I have a tanker plane. I press O because I can't detect that plane in the war zone. I'm surprised to find that it appears to be flying over southern Africa. Is that correct? Is this a bug?
