And again, 100k fuel travels from Clark Field to Manila, and back to Clark Field.

There are two explanations:

-development level. Total development of Clark Field is 10 (port 2+airfield 8) compared to Manila's 8 ( port 5 + airfield 3). Thus, any fuel surplus accumulates in the most developed base.

-fuel spoilage limits. Since Clark's development level is 10, it has unlimited fuel storage starting from development level 9. Manila, with its dev level of 8, can hold max 129k fuel bfore fuel spoilage kicks in. There may be a treshold in the code, which, when crossed, triggers the move of 100k fuel to a safer storage locations.

Manila is where the fuel is used so if you refueled a lot of ships for the breakout that would create a surge in demand. Then, when little refueling was done on subsequent days the demand level calculation would drop and fuel would go back to storage. Things will settle down once the ships have all gone. Not sure if Manila has any HI to feed.

I believe the map is something called YamatoDamashii_SunnyDay_v1_extended by Chemkid.
