I think (from past discussions) that if the LCUs are moving they are easier to spot. That might mean that sitting in a base with forts gives them lots of cover.
The test I carried out seem to confirm that and it should be true. If you moving then you are generally using more open areas, roads etc. You attack a moving unit it normally reverts to combat mode, in other words it takes cover but it still generally keeps moving, but much more slowly.

Note that in these tests I did not use any recon, just relying on the unit itself and they did loose contact with the target when they stopped moving, in any mode or sometimes when they split, reducing unit size. A dedicated recon unit would reduce this risk.
