What are the numbers at bottom of city or town?

What are the numbers at bottom of city or town?

Also some times the numbers are white but another town nearby also with value of 4 has a red number in it? I know I captured both of them

The default is for strength values to appear in white, can you post a screenshot showing when you have seen a red number?

Thanks, they all represent the towns' strength values, but when they are below 5 things are not good, so they appear in red.

Thank you. I found the rules where it says they slowly rebuild. By not good, I think that means less MPP but how does it affect supply, are they still a resource?

Yes, their supply value = their strength value, so operations in this area will be affected until they have fully repaired. Taking a HQ with your forces is very important as that boosts both supply and combat results.
