Colonies that goes independent don't recieve diplo tech bonuses.

Basically as the title say... whenever a colony goes independent it will not receive the diplomacy tech for the dominate race of the now independent colony.

If I research a new level in that tech the colony will apply it again properly.

I don't have a save to show this, but this happen every time when this happens.
