Manpower Event Question

In event 124 "More Men for the ground forces" the description says "German manpower multiplier is increased by 12" and adds 1200 to the German Manpower Prod Modifier.

In event 138 "Temp Mobilization Measures End" the description says "German manpower multiplier is reduced by 12" however it subtracts 0 (zero) from the German Manpower Prod Modifier.

Should it not be subtracting 1200 from the German Manpower Prod Modifier and what will happen if it gets changed from 0 to 1200?

the modifier is basically reset/removed with this zero setting
