In particular, a good scenario would be the decision-making needed on both sides. As the Houthis, do you focus on hitting Israel, USN ships, or merchants? As the USN/coalition, do you use SAMs, guns, ECM, or aircraft. The designer could keep a running budget of munitions and the USN gets points for keeping costs low.

I'll play around with that.
