Device Accuracy

Might be a silly simple question but ...

Which is more accurate? A gun with an accuracy of 300 or an accuracy of 0?
PO2 US Navy (1980-1986);
USS Midway CV-41 (1981-1984)
Whidbey Island, WA (1984-1986)
Naval Reserve (1986-1992)

Generally speaking, the higher ACC.

With indirect fire (e.g. the initial Artillery Combat Phase), the ACC should not have any effect at all (afaik). But "Guns"/Ground Element of Artillery'ish Types have some chances in doing (at least) some AP hits, I think that's when thise ACC values then come into play. But the chances (to be allowed to shoot directly) are very low and I think depend on the Ground Element Types.
Like (starting with the largest): Infantry Gun > Medium Field Gun > Artillery ...(to give an example - no claim of correctness whatsoever).

THank you. Now another question: What does a NEGATIVE rate of fire mean?
