Looking for specific app or program

Looking for a app or program that will allow me to move pic or counter piece over locked background pic as a map. Does anyone know where i can find one? Like having a predraw pic or copy/paste that look like a counter with symbols on it and locked pic/map background.

Got a map here with hexes that are marked, making or getting counters is no problem. But cant do it without messing things up and need something that allow me to add additional pic to move it around as a counter.

Hope that helps, not sure if anyone know what i am talking about.

As long you can move that pic around on the map, it cant be blend into the background.

Like a table top game (app or software) you can load your own map in the background then add/remove pieces around the map.

Been checking on Steam, kinda tricky what to look for that will work for me. There is one, but its an roleplaying game setup. Waiting for rely from the developers that made that game to see if that will work on my end.

Yes, you can because it is a different layer. To create the pic both layers were merged.

Too lazy to record a video and upload it to demonstrate :)

I noticed layer on GIMP program i used, but i never figured out how to do it lol. Kinda tricky and didnt want to screwed it up. Remember doing something with alpha to blend the pic or objects to the background.

Gimp is much more complete and complicated, I find paint.net simple but powerful enough, at least for me :)

Well i abort it, cause it was trying to add an store app to download from. I can get this from my windows store, when i open the map from pc can look it up on window apps or store to open it. I saw that Paint.net, its 14.99 could be free. But checking out something else.

I will figure it out, just need a software or tool that will allow me to do things. The map is too big, i cant upload it here.

It is free, you only pay if you download through Microsoft, who knows why. I have used and updated it for years and never paid.

Thank Nikel, i found something on Steam that will work, just need to buy it though. That Tabletop Simulator would be easy to use once setup. Look interesting, can create anything you can imagine in there.

Even with App, program and translation don't go to Steppes Nikel have posted. Another education, better to stay with in boundaries of Matrix Games provided.

Well it looking good so far, just need to spend more time on how to use the program. The Pacific map is great and massive scale, surprise the program can do that.

I wanted to add more depths and trying to make more realistic as well. Such as resources, transportation, building options, etc.

Map looks cool. But WW'2 to late for what is exploitable in steppes or in ocean, doesn't tell how government should be formed between Baku and Kazan and with which military. positive Idelogy discussion was the finest very early 20th century. All dry after that.

That is an old map from WitP board game i believe, i got this from module vassel. So imported this on another program making things much easier to collect and move token or pieces. I think the map is dated back 1977. Few things needed to be corrected , etc.

the map is 8414 x 6666 pixels and double that size you see on the screenshot above.
