Unidentified ship opens fire...but we can't shoot back

The unidentified ship to my northeast has been firing on me for two minutes, but for some reason my guys are too nice to shoot back?

Can you see the ship? Has radar been developed in your game?

Seems to me they have spotted you but you haven't spotted them.

It happens sometimes, e.g. Savo Island.
