Why can't I declare war on spain?

I am playing as Japan. Thanks to my strategic brilliance. I have conquered China, SE Asia, India, Eastern Russia (saving those loser germans just in time), the middle east and (nearly forgot), Turkey.

My next plan was simple. Invade Spain, take Gibraltar and portugal and proceed to attack the British.

PROBLEM. The game won't allow me to declare war on Spain.

Spain is only aligned 29% to the axis. For me that is not enough commitment. Why can't I declare war on them? To make matters worse, I can't even piss them off diplomatically, because Spain isn't listed as a country. The only option I have is Spanish Guinea.

Why?

Fortunately, I found a work around. I clicked the German flag and was able to declare war, then carry on as Japan and shoot all their donkeys while they were having a siesta.

This has to be bug right? Why couldn't Japan declare war on Spain? Am I missing something?

Also, I don't remember an option to do negative diplomacy, That would be a nice upgrade. I will make you the 51st state etc.

Ahem… donkeys and siestas, eh? The University of Salamanca (1218) is one of the first European universities of the High Middle Ages. XVI-century Spain reigned supreme in the world. A land of many saints. Our navy and army (tercios) were the most powerful. Under Charles I of Spain (Charles V Holy Roman Emperor) and Philip II, our overseas provinces reach every continent. A great part of the United States was the Viceroyalty of New Spain. Established the first university in the Americas at Lima. We evangelised half the world. I could go on, and on, and on, and on… But you get the point, I hope.

Quick update.

Using that work around. I took Spain and Portugal with ease. I clicked on Vichy France and it it was 37% Axis, but I could have declared war!

Probably will later, Steal all their snails. But why I am unable to declare war on Spain?

And you throw donkeys off church roofs during religious ceremonies. Yes, I know, but I don't see how this helps with a simple computer game question. Go back to sleep. talk to me manana.

Germany would never have allowed it, but as you are Japan and have invaded so much of the world (which would never have been possible), the question then is, was Spain leaning Axis? Meaning, 'toward Germany' and not at all toward The Japanese Horde.
