Do we have to disband them tho? Maybe you could make another solution to it? Being able to change TOE of the militia unit would allow you to create larger size units making them useful earlier.
The only question might be, how to limit or control TOE changes. You could control that via cards, decisions, or even a militia council member.
It might be cool

to have a new position on your council very similar to the advisor who could be the Militia General. They could help you alter units TOE or be assigned to a gov to increase zone militancy, much like the trait militia chief does.
