[Fixed][1676] Manual refueling orders ignored

Steps to reproduce:

1. Open the scenario
2. Select the F-15E, use Unit Orders => Refuel => Select tanker manually, click on the northern KC-46
3. Observe that aircraft ignores the order despite doctrine allowing refueling.
