[1676] Palletized munitions impact the ground without releasing weapons

In this scenario I have managed to fire the munitions (which seems to be only possible by allocating ALL pallets at once, and even then only sometimes. not sure what's going on.)

The pallets fall to the ocean and fail to release their JASSMs.
