Countries upset at spying aren't being spied upon

I have been getting the "countries upset at our spying, tensions increase" event quite frequently even though all my intelligence settings are at medium or below. And the countries affected don't seem to have any relationship to the amount of spying I'm actually doing in that country. Is this WAD? I've included a recent save where the event fired last turn.

AFAIK, this is intended to trigger for any level above None.

My guess is its an RNG event weighted to the spend, so if you get unlucky even low spending can generate 2-3 increases in a row.

The countries that were hit were not being spied upon at all. I reserve my intelligence expenditures for enemies or people with superior tech.

Just to confirm - you had the event trigger on a country where you have espionage set at 'None', is that correct?

That is correct. Several countries had their tensions increase, including both those I was spying on and those where the intelligence level was set to "none".

Other games have this. Not sure if RTW does.

Also had this occur with Russia getting upset with None ffor tge espionage setting. I had high with another country and also seen it happen with low across the board so seems to trigger at a low average threshold.

Bump, since there seem to be no answers to the problem can a mod please move this to the bugs section and we can hopefully get some traction.
