How does the AI handle reduced ship ranges?

How does the AI handle reduced ship ranges?

Wondering if anyone's tested this already.

Does ship design try to hit a fuel cell quota or a range quota?
For example if I quarter all fuel cell capacities, will the AI try to build more fuel or get stuck with low range?

why not edit the few components, setup a game with couple empires on 1000 (10/10 sectors) and tech level 2 or 3 and let it run almost automaticly on x8 x4 ?...in less than 30 min you know :D
becasue its there where you can draw conclusions, not on the small galaxys...oh...and let us know,please 8-) thanx my man
