Editing Diplo Relations

I've been trying to make peace with AI but editing relations, diplopact etc. doesn't work and the diplomatic relations are stuck at war even though we're friends and 100 rel. Which row do I need to edit for peace ? Also somehow my Foreign Relations Council went away during the editing.
