In CE, this isn't an issue because of the Italian supply unit. "(2.4.2) ..., during each of your impulses (not you opponents), each of your face up supply units is a primary supply source for one non-HQ unit it is stacked with until the end of your impulse. This does not expend or turn face-down the supply unit. You may do this each impulse (to the same of a different unit). Also, (13.5) " Option 35 (Isolated reorganization) ".. supply units along with 1 unit each supply unit is stacked with are now turned face-up."

So in CE, it looks like the Italian supply unit can/would make the war in East Africa much more interesting; especially if the Italians managed to slip 1 or 2 subs into the Red Sea/East Africa while neutral.

I must admit, that change in CE (vs FE) makes me envious.
