Shantung province surrender to Japan

As I know there is no negative MPP in game. Before the decision Japan had 0 MPP but still surrenders with a cost of 100 MPP decision. Probably WAD but wouldn't it be better have some money in the bank?

According to decision guides latest patch:

DE 64 - Japan's Decision to Bribe Han Fuchu for the Surrender of Shantung Province.
 Event triggers: On or after 1 Aug 1937 providing Fukuoka is in Japanese hands, Japan is not surrendered,
and two Japanese units within five hexes of Tsainan, the capital of Shantung.
 Cost of accepting: 100 MPPs.
1937 Marco Polo Bridge to Pearl Harbor, Updated 24 July 2025
 Yes: Shantung Province will surrender to Japan.
 Note: In 1937, Han Fuchu ordered his forces to retreat before the advancing Japanese, effectively
abandoning Shantung Province and allowing it to fall uncontested to the Japanese Army.
 No: Nothing.

They've surrendered with his event or with 100 MPPS that Japan don't have. Not sure still.

I may have to adjust the trigger to fire at the start of a game-turn. I’ll keep working on it.
