1.3.1.1 Mining Station Build Limit or Bug?

I have the new anniversary update and now I find that I can no longer build mining stations with my construction ships. I have 91 mining locations including 23 colonies. I never heard of a mining station build limit in the original DW so I'm thinking that this has to be a new bug just introduced.

Can't the devs release a decent update that doesn't bring us a new showstopping bug? Must have been introduced late in the development process as I saw this in the first day of playing. I hope I can use the Steam beta test routine to go back to 1.3.0.3 so that I can keep building mining stations manually.

After doing some testing and getting some feedback on Steam I found that my problem was a negative private cash on hand number. However I did see a new bug as I could still build resort stations with negative private cash on hand which is wrong since resort stations are built with private cash.

I did email a saved game file to Maxim so you'll see the new bug I discovered. I also found that tourism expense is way too high. I had 2.358 million in total private colony income with 1.610 million in tourism expense, a whopping 68% of total private income! Tourism expense needs to be reduced by probably half so that players who build lots of resort stations aren't wasting too much on tourism.
