USSR Surrender won't trigger, Help?!

I am a causal player, who plays single player from time to time. Recently, playing as Axis, I conquered Kubyshev, Moscow, then Perm; in that order. Leningrad, Vladivostok, Irkutsk still remain under Soviet control. USSR morale is at 56%, it is June 44. The German symbol is on Perm, the capital hasn't been transferred again to my knowledge.

Any ideas??

Destroy as many Soviet units as you can, as their continued existence is reducing the chance of the USSR surrendering.

Yes - you need to get them down to about 35 units (excluding navy). This has been happening to me in quite a few games as well, so now I make sure I kill units rather than weaken them - and definitely destroy any garrisons and AA units along the way. Good luck!

The game makes a few calculations to determine surrender timing, which include hexes still held and units still on the map.
