Sweden surrender

I conducted several simulations in HOTSEAT attacking Sweden. In all of them, once the capital, Stockholm, was captured, Sweden would surrender even if it hadn't lost any units, neither naval nor land. In our game, I performed the same actions, captured Stockholm, but Sweden did not surrender. This is a heavy blow to my strategy with Germany. I don't understand why it behaves differently in HOTSEAT and multiplayer. Any ideas?

Minors (and majors also but works slightly different) have a small chance to survive if they still have units and morale above 0.

Happens often in Belgium to me. Also had it happen once in Yugoslavia. I thought they were surrendering after tajing their capital, so I moved my remaining units to the Russian border. As a result of having one more turn to move, the allies captured the capital of Hungary, which of course promptly surrendered and I lost all my Hungarian units…
I learned my lesson and never leave the capital empty until the turn in which I receive confirmation of surrender.

In short, you just got unlucky :(

It happens sometimes in Poland too where you capture Warsaw and Poland does not surrender. But Poland is a major so idk exactly what the calculations are.
