New Soviet Rocket RoF issues [ID:835, ID:836]

The newly added Soviet Rockets [ID:835, ID:836] are all using the same Device without RoF adjustments, and therefore are using the same RoF of 12 instead of the 4 or 8. The Ammo Use meanwhile is the correct one adjusted or "barrels"/RoF.
