it is simple, governor want exemption from draft for his son, because he is physicaly weak and mentaly not fit for war and want him to pursue phisolophy carer.
and with decisions come my problem, if i allow it, i will get +7 in democracy and + in heart, id i decline i will get -2 in democracy and +3 in mind.

nd i dont get it, why there is + in democracy if i allow it and minus in democracy if i decline ? i think it should be oposite.
after all, giving exceptions to those in power it is nepotism and oligarchy, it goes against democracy and equality.
