At wits end with logistics

I am not sure what I'm doing wrong. All my truck stations are public, there is one every ten hexes, at least, from each other. I have a rail station in my capital, rail heads in all other cities, and rails built between. Why are there gaps on either end of my capital here

and why can't I upgrade this unit despite being right next to a truck and rail station?

With sealed road, the optimal distance between truck stations is actually 15 hex but that shouldn't be your problem here.

You look to have a bottleneck. It may be a lack of logistic points, upgrading the logistic asset in lithohead may help.

You can't upgrade the unit probably because the bottleneck is present between it and the SHQ. It needs to have the logistics to move the resources/units to do it.

However there's another problem. Some logistics assets are too far away one another. Going from Lithohead to the West portion of the first screenshot, if it goes upwards to Sondlor, it may be refocused so the lp get their AP count reset.

However, if it goes West instead, there's a sizeable distance without logistics asset and you appear to be past the optimal AP limit, as you lose lp every hex along the road where nothing should drain it.

As a quick fix, dumping a truck depot in the middle of that road would help, it would extend the optimal distance by another 15 hex (keeping in mind that truck depots can never extend lp by more than 100 AP and I'm assuming none already did it in that portion of the road).

Another thing that can immediately free up lp is to check for wasted logistics; for exemple there's 857 going to the security outpost which is a dead end.

I like to organize my logistics network so that roads lead to one city to another without crossroads when possible (all the crossroads are in the city or in a hew with logistics assets). So either I would get the Western potion of the road link to Sondlor before going to Lithohead, either in an hypothetical map where lithohead wouldn't be a coastal city there would be two brances to the road, one going to Sondlor and the other to the West, without link to Sondlor. This allows to control distance between logistics assets, it also allows to control the flow of logistic points, ie. the distance to the West city, Sondlor and Lithohead is different for all cities so it's harder to optimize. Sondlor would generally split its lp between both paths, it regularly creates situation where off road dead ends receive logistic points from an asset that is past the optimal AP distance and that is a further lp waste.

The East portion has the same issue where there's long portion of roads where lp doesn't get refocused; lithohead trucks could directly supply the two Eastern cities and only be refocused in London (by mothballing the trucks in Diekenholdt). You would also reduce the amount of branchings, which is another source of lp loss over long paths.

i build truck/rail at EVERY intersection, no matter how far other logistic centers are, and yeah, you need to check for bootlencks, anything worse than green or yelow need to be fixed asap. when yellow, you need to pay some atention nd upgrade/buil new one.
when blue, red or even black (worst) then you need to build/improve 2 or even 3. sometimes 4 if there is lot units there or big city needing a lot of supplies.

A bit hard to identify the issue just from screen shots but it looks like you've run out of logistics capacity for whatever reason. Probably just moving more stuff around than your existing logistics assets can handle. The thing to do in that case is to upgrade the assets where the bottlenecks view is giving you black or red. If you are using all logistics points and the bottlenecks is showing black you may need to pause the movement of some goods back to SHQ so that the upgrading assets get the building supplies they'll need in a timely fashion.
