How do you know how you are doing as the axis in the BOA?

For instance: how many MM would you need to sink by 1/1/41 in order to be pressuring the UK?

It is very tough to say as it depends on how many MMs UK has build in the previous year.

For the same amount of damage you could put the UK in big trouble (most beginner UK player build too few MMs even tough it should the main a priority of its build) or not that much.

But the UK can also "hurt" by buying too many. If the UK is serious and buys MMs every second turn in 1940, it should be "ok" (hopefully) in 1941 even if the Germans are serious and reach 9-12 active U-boats. But if the Germans do no invest much in u-boats, then the UK has probably build too many MMs and that will still "hurt" them even if it will never miss MMs, just because of the opportunity cost.

this is a good answer.
It's also a good illustration of WP's ability to mirror real world choices.

many nations invested hugely in the 'wrong' resources, often for what seemed the right reasons.
