Vichy France - no oil?

It seem that Vichy France has zero oil despite having a sizeable fleet. That's why the fleet cannot move. The fleet is shown as British. Also if Vichy France is invaded by Italy then the "British" ships in Marseille are staying in port despite the Italians capturing the port.

I think Vichy France should have oil just as Vichy North Africa has some.
