Whereas the single-player version offers a range of AI strategies and many random outcomes, the multi-player version aims to reduce the random swing to a minimum and keep the balance in the hands of the players.

There are many changes from both World at War and even the single-player version of Orb & Crown. A couple to be aware of:
- A diplomatic chit assigned to a country has a 100% chance of effecting a 7-11% swing of that country.
- The cost of diplomatic chits is 50 GP for aligned, not mobilized countries, increasing according to being a major, minor, or non-aligned country.
- Transports cannot use full-sail but have better defensive stats.
- Invasion transports reduce morale with an attack against a land target but do not cause damage.
- The Invasion research affects the number of invasion transports available, and Supply affects the number of standard transports available.
