Valid targets for #72 - GBU-32(V)2/B JDAM [Mk83]?

The "#72 - GBU-32(V)2/B JDAM [Mk83]" states that valid targets are Land Structures (Hard), Land Structures (Soft) and Runways, still it has WRA-records for mobile targets.
Is this correct?

Perhaps stationary non-moving mobile targets are valid targets as long as they do not move (that is, the target-point/coordinates/impact-point is decided when the weapon is released, and it don't really care if it is a land structure or mobile target)?

As you say, it is possible to launch a GPS-guided bomb at a mobile target as long as it is not moving (you launch at certain coordinates). If the target were to move, you would obviously fail for sure.

Yes it is correct and it's also probably not completely accurate. JDAMs can't hit mobile targets. Unfortunately right now we do not distinguish between mobile units that are stationary and mobile units that are currently moving.

The WRA being present is probably an oversight on whoever created the entry in the DB.
