I think.
1. there is a rule they won't work next to the manually controlled FBD.
2. To me they seem to pick a route then follow it. - annoying when the route leads to a dead end with no value.
3. How they choose.
Experiment with attaching to a lower level HQ. remember the max ranges, but with any luck if you are on a depot without connection due to a missing hex they will get the hint.
Try sending them back to hq, that way they will rethink a route (see point 2). - otherwise I think they only rethink after getting to the end of the current route.

If I am wrong or you have a better theory lets have it!

I just assign them to a spare corps HQ and position the HQ in such a way that only hexes that I want repaired are in the 5-hex range. Works 99% of the time.

I have done that in the past. I think I need to return this approach.
