[1728.2] WRA unavailable for assigned but not yet ready a/c

When the A/Cs assigned to a mission are all still arming, then the mission planner does not allow to set the WRA for their loadouts (presumably it does not recognise as mission weapons the weapons in the loadouts that are still loading). Check the SEAD mission

Seems like this may just be due to the scenario, I can't repro it
