Axis morale problem after Soviet Winter

I have a question about the Weiss 20 game. My friend and I were playing mirror games, and both Axis sides ran into an issue with Axis morale/supply after the Russian winter. Several turns later, we were both still suffering from low morale and supply. We had two or more logistics tech and had seven HDQS units.

We could not figure out why this was happening. We thought it may have been due to the Russian winter phase of the game; we were going into September, and the moral and supply issues continued.

What are your thoughts on this, and how can we prevent this from having such a drastic effect on the game?
