Apologies if this has been mentioned, I could not find it (again, that could be me and that’s why apologies up front).
Has Central Storm been canceled because of the new game Cold War?

Makes sense if the new title replaces the old one, that there will be no continued effort on a DLC for Southern Storm.
OTOH, having to buy Cold War as an upgrade, Southern Storm was not cheap on release, is not the nicest move towards your loyal customers - that’s not a discussion I would like to start right now. 8-)

Cold War has most of the Southern Storm content (updated), plus what was to be both Central Storm and Northern Storm DLCs. Matrix is working on a cost break for those who own Southern Storm. Those details and pricing will come at release.
OTS is looking forward to Southern Storm getting released!
