[FIXED] Slot Black [N-019 Rubin] radar [DB 513] does not work as "advertised"

Slot Black [N-019 Rubin] radar (DB 513 - #2914 ] does not open wide during illumination phase of SARH missiles (test case was Alamo-10 [R-27R] and as a result crank maneuver risks missile going blind
Easy to reproduce.

To clarify, this is a DB issue and has been fixed for the next DB release. Any scenario that suffers from this problem will need to be migrated to the next DB release in order to resolve the problem.
