Any flooding should qualify a ship for detachment, even more so if the level of flooding would make it impossible for it to reach a friendly port before sinking.

Do you have a save showing this particular situation? Where is the combat happening exactly?

Sorry, I didn't get a save. This is easy to simulate, though. Take a small ship, give it a flooding level high enough that, without repairs, it would sink by progressive flooding before reaching the nearest port, but a low overall damage level, and notice that the game won't allow you to detach the ship from its division. This is particularly important for DDs, because if you slow to 10 knots, you have a better chance of controlling the flooding. So this error means that either the whole division has to slow to 10 knots, removing the big advantage that DDs have, or you have to accept that the ship is probably going to sink so that its division mates will have a chance to participate meaningfully in the battle.
