Partisans / Saboteurs - last turn

There are partisan notifications in the reports for both the opponent's (AI) turn and my turn. Do the partisans operate differerently? Any difference between these events?

I noticed that the last turn partisan (saboteur) events are usually already "healed" e.g. the rails are operational again and the spawned partisan units are already surrounded. So it seems there is not much point partisan events happening on the enemy's turn.

It would make sense that Allied partisans/saboteurs appear on Allied turn and Axis partisans on Axis turn - but it does not seem to happen that way.

Could anyone please clarify what is the difference of partisans on Axis and Allied turn?

It should be against that player.

On Axis turn Soviet, French, Greek, etc, etc partisans and saboteurs pop up

On Allied turn, Persian (if USSR took Persia), and any other country the Allies invaded.

Partisans are physical units.
Saboteurs damage rail.

It does not appear to be so. In these screenshots both sabotages happen in German occupied Soviet territory.

Ok Im not following. You, as the Allies, got a message of partisan activity against the enemy.
What am I missing?

"Current" refers to the actual ongoing turn, in other words my turn. "Last" show things that happened in the previous turn, which is my opponent's turn.
But apparently partisan activity happens in both turns and in both turns they are Allied (Soviet) partisans.
However it makes little sense to have partisan activity in the opponent's turn: Rail sabotage is instantly repaired and any partisan units will most likely be surrounded before they can move because enemy moves first.

So my question is how different are the partisan events in the two turns?

They are not. The partisan events are just events. Same chance either turn. It is based on the country. Some have higher partisan values than others.
