It's an edited Scenario with almost no Soviet units (none in this section of the front line).

Yesterday the FBD did not turn the RRC area into a button, today it did. So there clearly was something different.

I was able to reporduce it again, but have no diea how, sometimes it works to repair the rail (maybe 9/10 times(?)), but there are cases where it doesn't work.
I remember several times having weird "why can't I repair this hex?"-situations and always based it on not understanding how it works.
Maybe I am missing something else?! Are Damaged Elements (happending during movement) inside the FBD/HQ or inside the Construction SUs relevant?!

Attached is one save before the movement of any troops and one with the FBD being "bugged".

The RRC is the cost in MPs to repair the hex. This can go up as the FBD moves and gains fatigue. You can’t repair if you don’t have enough MPs.

So it is Fatigue.
Once you reach the last Hex with 44 or above (46 is the highest I had), it will not repair the 3rd Hex.
If Fatigue is so important to FBDs ability to repair, why don't the FBDs Unit on the sidebar have a Fatigue indicator/number?

Players Note:
Highest possible seems to be 46. With 44 it won't repair that last Hex, with 43 it does.
Already in friendly hexes you can get 2 or 4 Fatigue per Hex. the first enemy Hex is +8-10 Fatigue and the others are +9-12.
Even before entering enemy terrain you can either have 3x2=6 in best case and 3x4=12 in worst case.
In 100% of cases using the "u-Key" to reverse only the last move is enuff since for the previous 5 Hexes if all have the worst outcome you end up with 3x4+10+12=34, now adding 9(43) or 12(46) of the last Hex is the deciding factor of being/not being able to repair the 3rd Hex.

I assume it has to do with construction value, and I also assume that as with CVs, fatigue reduces your construction value.

RRV4 = 1MP per Hex
RRV3 = 2MP per hex
