Air HQ question...

What happens if I assign a ''land-based air unit'' to a ''naval air HQ/Flottilia'', or vice versa? Will I incur any penalties or its irrilevant?

Further, there are no command structures when it comes to assigning air groups to an HQ and any AG can be 'land based'.

AG on ships are commanded by the ship/TF leader and are independent even if later moved off of the ship. Good on a ship but not necessarily a good on shore as they lose some HQ benifits.

It is somewhat beneficial to have air units in same base set under same Air HQ.

Other than that, command structure is not that relevant.
