Emergency forces India

So my opponent asked me if I intended to activate the India emergency forces, which I didnt, at least not now or intentionally. I new there was something about Australia but now also found there are similar triggers for India and NZ. So I looked in the manual and there is text about this but no specifics, like where is the trigger. So I looked in the forum and found a thread about this and two guys were in disagreement about the trigger for India. One said it was north of New Delhi and the other one hex south. But they later agreed that it was changed in the new version to south of New Delhi. So I/we play 1.8.11.27.2, is the trigger north or south of New Delhi in that version?

New Delhi is the capital of India, so it would make no sense to have the trigger above that hex row. Go with the one hex below ND.

Someone actually did examine where the triggers were and what was received.
Seek peace but keep your gun handy.

1127 the trigger is South of ND ... same version that I am playing ...
