Turn 12. Jul/Aug 1941. Axis #12. Impulse Planning.

EOT Check, Weather (Previous Impulse) and Actions (All Pass).
(1) Germany, Italy really need to make any moves.
(2) Japan neither; except in Northern China to keep 3 flipped armies from being isolated.
(3) However; they don't really have any good moves that will keep them from being isolated and any "fair" moves would result in the loss of Wuhan and leave a big hole in central China.
(4) Therefore; all 3 axis powers pass in the "hope" that this turn (finally) ends (80% by all passing vs 70% if all but 1 vs 60% otherwise).

(2) 53.1% no new partisans, 46.9% at least 1, and 0.69 expected new partisans.
(3) 9 countries checked, 1 garrison check (FIC) and 0 new partisans; much to the disappointment of the allies in China.

Turn 12. Jul/Aug 1941. End of Turn. US Entry Options.

(1) The US meets their directive to occupy Greenland & Iceland (USA-WAR-26).
(2) However; they decide to "call an audible" and elect option 36, "Commonwealth reinforces Pacific".
(3) This audible was called to exploit the fact that the Japanese are on their heals in Asia vs the USSR & CCP and in no position to deal with Western Allied aggression there.
(4) Even with the ability to reduce tension by -3 to 12, the US still has to move 2 chits from Jp entry to tension.
(5) This selection bumps up against the required maximum tension level of 31 in both pools (USA-WAR-39).
(6) Fortunately it stays just below at 30 tension in both pools; however, US DOW % vs Japan drops from 40 to 10 AND no more US entry options can be select without risking going over the 31 max tension level.

Final Reorganization (Unorganized Units).
(1) The list of units not reorg (i.e., remaining flipped) was as expected except for the 2 IJA armies in North China.
(2) I believe this to be a bug as the two IJA armies should be able to trace a supply path (infinite that is) through the adjacent 11th inf army.
(3) Unless convinced otherwise, I plan to reorg those two armies.

East Africa. Wavell's Strategic Error.
(1) Though solo I'm amazed at how often "I surprise myself".
(2) Did not even occur to me that Italy could reinforce their flipped & isolated inf corps in Asmara, Eritrea by getting a Eritrea Terr.
(3) So as Italy I produced 3 Terr to maximize the chance of getting the Eritrea Terr.
(4) Not only did that pay off (i.e., Italy got that Terr); but also got the AOI Terr, which I believe can be deployed adjacent to Asmara.
(5) By waiting to attack this coming next turn, instead of this past turn, Wavell's chance of capturing Asmara went from 100% to 55% and with a 5% risk of losing all three attackers.
(6) Needless to say this was a major strategic error made by Wavell, who's career and personal safety are now on the line.

CW.
(1) If only Wavell had execute CW-WAR-152, "Conquer Eritrea" as written instead of delaying for a turn for what he thought would be an automatic & no loss conquest.
(2) As stated recently, and currently as it stands, by waiting his chance of conquest went from sure (i.e., 100%) to 55% (at best) and far from no risk (i.e., 5% of PL3=12 BPs w/Ex[Loss]=2.12 BP).
