Problem upgrading devices.

I have two static Border Defense Fortresses in Manchco that have devices for upgrade but they will not do so. Normally I'd just move a unit to a base, give the base some supply and the upgrade happens but these are static and not in a base. Any idea how can do it? Would moving an HQ to the location work?

You may have already done so, but have you checked the devices that aren't upgrading in the editor to see if the devices are set up properly to upgrade?

I thought a while back it was decided that some/many devices were not upgrading...

As I understand reinforcements, it happens with the supply cycle between once a week and daily depending on the size of the base. For large guns that take a lot of supply and points for replacements, it would require quite a large base. (Points for replacements refers to how the game has a limited number of points to allocate to all the units needing things and it tries to give everyone at least a little. There may not be enough for large guns when everyone else is demanding AA and engineer squads.) I think the HQ should help - they help understength units get more squads, especially if the unit is in Rest mode.

HQ helps, Command HQ makes it more so.

This is not the case. The only two units awaiting device upgrade are these two and has been so for well over a month. The problem seems to stem from them not being in a base therefore you cannot demand supply and if you do not have enough supply device will not upgrade. They are also static and cannot be moved to a base. The devices are 37mm AT to 47 AT so not big guns.

I tried increaseing supply demand at the closest base, (Yenki 1 and 2 hexes away) and it went to 15K which is enough. I've since moved a command HQ to it drawing even more supply, now 41K but so far nothing for either. I'm going to move the hq to the unit and see what happens.

Wish you had been specific about the guns in the first post - I took the big guns inference from the Fortress descriptor. At any rate, if size is not the issue, lack of devices in the pools (and other units taking them) could be the problem, or just being at the end of a long supply chain. Have you reconned the supply path to see if enemy units are sneaking in on it?

No enemy, its mid 43 on the Russian border within two hexes of Yenki. It's Japan so there is no pool.
