TB Box Control: Which side does it favor?

Question: When the GC Scenario is set to TB Box Control, allowing both players control of the Theater Boxes, which side does that favor more?

My gut tells me it favors the Axis, particularly after 1942 when some mobile units are moved around constantly, like the SS units.

Soviets do benefit, however, from a) probably some earlier deployment of troops from the Far East box in 1941, and 2) more efficient units on those boxes; you can extract stuff you might really need (like Heavy Guns or Mortars), and put in the boxes stuff you can spare (Ski Units, extra planes, etc)

Thoughts? I prefer to play with TB Control OFF, so don't have a handle on who this really helps

German gets a bit more preferences, in my opinion.
But when TB control is off - German could nothing. No posibility to form some troops in own manner - opposite Soviet. But only manages troops that moving between big heap of TBs in constant chaotic schedule.
