the clip is correct, I know of no source that definitively attributes any such statement to the Admiral, but it IS widely documented that he was very troubled by the post attack declaration submitted to the US government (having lived in the US for years and understanding the character of its people).

Pearl Harbor does seem to have its share of myths. Such as Commander Fuchida's claim of having pleaded with Admiral Nagumo to send a third-wave to strike Pearl Harbor's fuel tank-farm. A plea which according to all other witnesses present at the time on the bridge of the Akagi including 1st Fleet Staff Officer Genda he never made.
