SOP is set to screen and fight, why wont the USA unit highlighted fire on the SU unit? Please advise.

What is the engagement range set to in the SOP for the current order? Does that unit see the enemy or is it he other tank unit? You can right-click the tank and use Show...units spotted by this unit to see if the indicated tank unit has spotted them. Also, being some odd armored arty unit of some kind, the NATO symbol confuses me TBH, the tank may not have an ammo type to deal with it or a high enough chance to hit with those enemy units in cover. If you have a save game from that point in time, you can zip it up and post it here, and we can give it a look.

SOP engagement range set to maximum, spottable shows the tank unit circled has LOS and spots the enemy unit, the enemy unit has not spotted the tank unit

That pictures shows spottable. i.e who can see you. So it shows the the red unit to your SE can see you. Also notice the little dot below the "S" shows that you are spotted by an enemy.

Why doesn't the Soviet unit fire on your unit? I guess it is some kind of hybrid recon & arty or something so it is not equipped to fire on a tank unit. It knows you are there so maybe it will move away cause you are within close range should trigger a move away from you. The Soviet is in an urban terrain so maybe is hard to shoot at

Your tanks do not see the Arty unit to the south, so they will not fire. See the LOS thread for the explanation of what is required to spot an enemy.

Best is to open the Unit Dashboard and see what it can actually see in the Staff tab. It might be that it detects something in that hex, but hasn't classified it yet (i.e. it has a thermal detection of a contact vs thermal classification of 2 x APCs, for example). I believe if it's just a vague radar or thermal contact the unit is less likely to engage because it doesn't actually know what kind of weapon to employ. E.g. your tanks don't know if they need to use the cannon or machine guns, and if the cannon AP or HEAT.

I'm guessing based on the hex next to it only have a 12 LOS value that it can't really see the target clearly. Eventually it'll "roll" a better detection (i.e. when the unit makes a detection check), or in most other situations the enemy will move closer or fire, thereby increasing that unit's spot-able value.
