Load core Campaign forces Scenario editor error

Getting this every time I go to create a scenario as part of a campaign - I get as far as selecting the core forces file then this error

following the guide and recreated the 1st scenario a couple of times over

Double checked and all forces are flagged as campaign forces on NATO side only

Created JIRA-6747 for this issue. Hopefully, get a correction in the January update. We will keep you posted.
