TOE Question

In going through a base scenario I'm using as source for updating my very old scenario I'm seeing a lot of Japanese TOEs where they have Aviation Support listed but with 0 values as the example below shows. Is that just a result of copying and pasting and there isn't any Aviation Support or does it mean something? As far as I can tell none of the TOEs upgrade to another one. In mine, am I safe in just not including the aviation support since there isn't any value there? Thanks

It's a good question. A device included but set to zero appears to have the same effect as not including them in that they are not available in game.

As to why?

I'm thinking two things, one from a very long way back, and I mean long and maybe mis-remembering but it was muted that some none air HQ could have avaition support but it was decided not to do this. During the testing it was easier to set them to zero as opposed deleting them from the roster. This is possibly total B)!!)ks.

Second, it easier to give them some in any scenerio design.

I have chosen to follow-up on this being a device already present and, for the IJN, have added a small actual number to reflect some benefit to having an HQ present in the hex.

Being that it's an Army HQ and has motor and ground support squads, that should be enough to have the unit in a hex. You could add 4 AV support to repesent support for small aircraft to move generals and messages around....GP
