I just put two infantry battalions in HK with some combat eng/eng devices in Reserve mode. They never activated from Reserve, HK fell, and I finally inflicted some damage on HK industry.

So the best way to damage industry would be:

- take a small combat engineer unit, put it in Reserve mode, the unit is not comitted to combat from Reserve, base falls, the unit is destroyed intact, industry gets damaged.

I think that there is a large random factor involved. In my current H2H, Hong Kong facilities have been absolutely destroyed without using any 'special tactics' on the Allied side.

It is my belief it's random but is based on engineers present.
